Community Land Trusts: Creating Affordable Homeownership That Lasts for Generations
For many families, owning a home can feel further out of reach every year. Home prices continue to rise, interest rates remain high, and everyday expenses make it difficult to save for a down payment. Families are working hard and doing everything they can, but the dream of homeownership still feels impossible.
At ANCHOR, we believe families deserve more than temporary solutions. They deserve a real opportunity to own a safe, quality home, build financial stability, and create something they can pass onto the next generation.
That is why we are working to develop a Community Land Trust.
What Is a Community Land Trust?
A Community Land Trust, commonly called a CLT, is a model designed to make homeownership more affordable and keep it affordable for generations. Under an ANCHOR CLT model, ANCHOR would own the land, while the residing family owns the home. The homeowner receives a long-term ground lease that gives them the right to use the land and enjoy the home just like other homeowners.
Because the cost of the land is removed from the purchase price, a family can buy the home at a more affordable price. They can then build equity, create stability for their family, and experience the pride that comes with owning a home. If they decide to sell, they receive a portion of the home’s increased value. The home is then sold to another qualified family at an affordable price.
This creates what we call permanent affordability.
More Than an Affordable Home
A Community Land Trust is not just about lowering the price of a house. It is about helping families build a stronger future. A stable home can give children a place to grow, learn, and dream. It can allow parents to put down roots and become more connected to their neighborhood. It can give families the freedom to plan for the future instead of constantly worrying about rising rent or being forced to move.
Homeownership can also help families build equity and generational wealth. For families who have historically been left out of homeownership, this opportunity can change the direction of an entire family. That impact does not stop with one homeowner. When the home is sold, it remains affordable for the next family—and the family after that.

Strengthening the Entire Community
Community Land Trusts also benefit the neighborhoods and cities where they are located.
They help protect affordable housing as property values increase. They can reduce displacement and give working families the opportunity to live in the communities where they work, worship, raise their children, and serve others.
CLTs can also transform vacant or underused land into stable homes, strengthen neighborhoods, and create new partnerships among residents, local government, banks, foundations, builders, universities, and community organizations.
Most importantly, the land remains a community asset. It continues serving families instead of losing its affordability after the first sale.
