Developing and
Managing Safe, Affordable Housing

Since 1968

Safe and affordable housing is the cornerstone of thriving communities.

That's why ANCHOR — Affordable North Carolina Housing Organization — strives to make it a reality for everyone. ANCHOR is a nonprofit leader in the development and management of affordable housing, providing more than 2,500 homes for low- to moderate-income neighbors across the region since 1968.

Applying a Housing First philosophy, ANCHOR connects residents — including seniors, veterans, and individuals with disabilities — to essential community services that enhance housing stability and overall quality of life. In this way, ANCHOR does more than provide housing. We create homes.

Founded as North Carolina Housing Foundation in 1968 with an original grant of $850,000, ANCHOR has grown to a portfolio of more than $100 million in properties currently owned and managed. The organization has twice been awarded the Achievement in Affordable Housing recognition by the North Carolina Housing Finance Agency.

As a non-profit organization, ANCHOR can meet the affordable housing needs in our community more effectively than an organization dependent on profit generation. We continue to seek opportunities for development — both alone and in partnership with other organizations.

Affordable Housing Development, Services & Management

ANCHOR is comprised of two nonprofit divisions:

  • ANCHOR Development, formed in 1968 as North Carolina Housing Foundation, focuses on the development and preservation of affordable housing.

  • ANCHOR Services & Management was formed in 1998 as North Carolina Housing Services & Management Corporation to provide comprehensive training and technical support for multi-family properties serving low- to moderate-income seniors and families. The scope of the corporation was expanded in 2002 to include management of properties serving families, seniors, and individuals with disabilities.

With a shared Board of Directors, Executive Director, and mission, these two divisions work together to develop housing, manage properties (owned by ANCHOR and other entities), and connect residents to community services that can improve their housing stability and quality of life.

DEVELOPMENT

We partner with government agencies, private developers, local employers, financial partners, granting organizations, religious organizations, community development groups, and other nonprofits to fill the gap in affordable housing in our community and throughout our state.

PRESERVATION

We are committed to preserving the supply and quality of affordable housing in our community and beyond. By preserving existing affordable housing, we prevent the displacement of our neighbors and elevate the quality and affordability of their homes for years to come.

SERVICES

We go beyond housing to provide our residents with the supportive services they need to thrive. All of our properties have an on-site Service Coordinator who links residents to resources available in the community. This helps improve housing stability and the ability of residents to age in place.

MANAGEMENT

We manage all of our own properties. In fact, we're so good at property management that other developers hire us to manage their properties, too. Our services include property maintenance, management setup, staff training, asset management, financial management, independent audits, and regulatory compliance.

Established in 2012 with funding from a VA Homeless Providers Capital Grant, Veterans Helping Veterans Heal (VHVH) is an ANCHOR program that provides housing for homeless veterans in the renovated former VFW Post 1134 in Winston-Salem. Since its inception, the program has helped more than 250 veterans successfully transition from homelessness to permanent housing with supportive services. VHVH is a collaboration between ANCHOR, the US Department of Veterans Affairs, corporate and individual donors, foundation grants, service providers, referring organizations, and other key partners. It is a vital and respected part of the Winston-Salem’s ongoing efforts to end chronic homelessness. Learn more about Veterans Helping Veterans Heal at vhvh.org.

"

I consider myself very lucky to have been able to secure an apartment at Koerner Place. Management has proven to be excellent, going out of their way to meet the needs of residents. It has been a pleasure as a senior to be able to live in a safe environment.”

Research shows that the affordable housing crisis is disproportionately harming LGBTQIA+ people across North Carolina, including the diverse communities of the Carolina Core.

Housing Is Mental Health

NC HB 765 Falls Short in Saving the American Dream

NC HB 765 isn’t how to close the housing gap. We need policies that balance speed with fairness and density with affordability. Otherwise, we’ll deepen the very crisis we’re trying to solve.
